Born on Clark Air Force Base in the Philippines, Mark E. Parsons obtained a Bachelor of Science degree in 1979 and a Bachelor of Arts degree in 1984 from Florida State University. Subsequent to obtaining a Juris Doctorate from Florida State University in 1987, Mr. Parsons became a member of the Florida Bar and the Florida Association of Police Advisors. He practices mainly in Florida and has been admitted to practice before the U.S. District Court, Middle District of Florida.
